I really want to know: Why do people put their leaves in the street?

I really want to know the answer to this question: Why do people rake or blow their leaves out into the street? I've seen them doing it lately in both the county and the city of Reno. Are they lazy and causing problems for everyone else, or is there a local clean-up policy I don't know about?

  • Do they assume a street sweeper will come by eventually and sweep them up? Are street sweepers designed to handle piles of leaves? How often do they clean each street? What if the leaves are put into the street right after the street sweeper goes by?
  • Do they think leaves in the streets in front of their houses look better than leaves on their lawns?
  • Is it good enough for them that traffic will eventually churn the leaves into dust?
  • Do they believe the Leaf Fairy will come by, remove the leaves and leave a new BMW in their place?
